IBM Opens Research Center in Brazil
It’s planning on having 100 researchers there in a few years

IBM has opened a research center in Brazil presumably to curry favor with the government. The first IBM research center in South America doesn't appear to have a fixed abode yet although researchers are reportedly working in both Rio and Sao Paulo. IBM hasn't set up a new research lab in 12 years; it's got eight others scattered around six countries. It's planning on having 100 researchers there in a few years.
